Deuteronomy 23:22

But if you shall forbear to vow, it shall be no sin in you.

— The Restored Word Bible

Context

20 Unto a stranger you mayest lend upon usury; but unto your brother you shall not lend upon usury: that the Yahuah your Elohim may bless you in all that you settest your hand to in the land where you goest to possess it.

21 When you shall vow a vow unto the Yahuah your Elohim, you shall not slack to pay it: for the Yahuah your Elohim will surely require it of you; and it would be sin in you.

22 But if you shall forbear to vow, it shall be no sin in you.

23 That which is gone out of your lips you shall keep and perform; a freewill offering, according as you hast vowed unto the Yahuah your Elohim, which you hast promised with your mouth.

24 When you comest into your neighbour's vineyard, then you mayest eat grapes your fill at your own pleasure; but you shall not put in your vessel.
